In the face of economic crisis, City leaders in Bremen took a forward-thinking decision in 1984 to change the city’s focus from manufacturing to technology, transforming Bremen from a ‘harbour city’ to a modern ‘city of science’.

By positioning the university at the core of this new policy, linking research institutions and attracting high-tech businesses, Bremen has built a strength that should equip it with sufficient energy to establish a competitive economy in the technology sector. However, it still has enormous debts and high unemployment. Furthermore, the new economy has excluded low-skilled workers, and social inequality is rising.
