The Municipal Job Agency in Leipzig was established to deal with the problems of chronic unemployment following dramatic de-industrialisation, by providing a workforce that would be appealing to big companies.

Formed as part of a wider strategy to attract automotive and logistics companies to Leipzig, the PUUL job agency has focussed on preparing the previously unemployed for work through training and support programmes. This policy has helped Leipzig to become one of the few economic success stories in Eastern Germany.
